Mashed Potato Beef Casserole–ground beef cooked with onions, mushrooms, carrots and seasonings in the Instant Pot. It’s spooned over buttery mashed potatoes made at the same time in the same pot.

Mashed Potato Beef Casserole

This is one of those dinners that totally hits the spot. It’s made with easy ingredients that I usually have on hand. The genius of this recipe is cooking the potatoes right in the steamer basket* above the meat mixture, so everything comes together in one pot with minimal cleanup. If you want an easy weeknight dinner that feels like classic comfort food without a ton of dishes, this one’s a keeper. Skyler loved this after he got his wisdom teeth taken out and needed some calories after not eating all day.

Ingredients/Substitution Ideas

  • Lean Ground Beef–or ground turkey
  • Onion–yellow onion or white onion
  • Mushrooms
  • Black Pepper
  • Garlic Powder
  • Worcestershire Sauce
  • Beef Broth–or water and Better Than Bouillon beef base
  • Carrots
  • Potatoes–russets or red
  • Melted Butter
  • Milk–or evaporated milk
  • Salt and Pepper–to taste
  • Cornstarch

Steps

Turn Instant Pot to saute setting. When display says HOT add in the ground beef and break it up. Add in the onions and mushrooms. Brown for 5 minutes. Drain off excess grease. Stir in the salt, pepper, garlic powder and Worcestershire sauce. 

Pour in the broth and scrape bottom of pot so that nothing is sticking. Turn off Instant Pot.

Add in the carrots. Place potatoes in a steamer basket and set the steamer basket on top of the meat. 

Cover Instant Pot and secure the lid. Make sure valve is set to sealing. Set manual/pressure cook button to 5 minutes. When time is up move valve to venting and remove the lid.

Move the steamer basket out of the pot and dump potatoes into a bowl. Mash the potatoes. Stir in the melted butter, milk and then salt and pepper to taste. 

Stir 1 Tbsp cornstarch together with 1 Tbsp cold water. Turn Instant Pot to saute setting. Stir the cornstarch slurry into the pot to thicken the meat mixture. Once thickened turn off the Instant Pot.

Scoop potatoes onto each plate and top with the meat mixture. Salt and pepper to taste.

Notes/Tips

  • Serve with a side of steamed green beans and warm dinner rolls.
  • This can be gluten free if you use gluten free Worcestershire sauce.
  • Make this lower carb by using cauliflower florets instead of potatoes.
  • Try adding in some frozen peas for more veggies.
  • I used my 6 quart Instant Pot*. You can also make this in an 8 quart pot. I used my silicone steamer basket*.
  • Store leftovers in an airtight container* in the refrigerator for up to 4 days or in the freezer for up to 3 months.

Description

Ingredients

Scale
  • 16 oz lean ground beef
  • 1 cup diced onion
  • 4 oz chopped mushrooms
  • 1 tsp kosher salt
  • 1 tsp black pepper
  • 1 tsp garlic powder
  • 1 T Worcestershire sauce
  • 2 cups beef broth
  • 2 carrots peeled and cut into thick slices
  • 3 lbs potatoes, peeled and cubed
  • 4 Tbsp melted butter
  • 1 cup milk
  • Salt and pepper
  • 1 Tbsp cornstarch

          1. Cook the beef mixture:
          • Brown the ground beef, onions, and mushrooms in a large skillet.
          • Add the salt, pepper, garlic powder, Worcestershire, broth, and carrots.
          • Bring to a simmer and let it cook on the stove for 15–20 minutes, or until the carrots are tender.

          2. Cook the potatoes:
          • Boil the potatoes on the stovetop until tender, then mash with butter, milk, salt, and pepper.

          3. Thicken the meat mixture:
          • Stir in the cornstarch slurry and simmer until thickened.

          4. Bake (optional):
          If you want it casserole-style, layer the mashed potatoes on top of the beef mixture in a 9×13 pan and bake at 375°F for 20 minutes to let everything bubble and brown slightly.

          You can also skip the oven step and just serve the mashed potatoes over the beef mixture like the Instant Pot version.

      Just a note. No. 3 says add in carrots. Then it says put potatoes in basket….

      So, the beginning of no. 3 (carrots should be added in step 2), just pointing that out.
      It sounds like a good recipe for our winter weather here in Ontario, Canada.
