Irish Ground Beef Casserole–a simple one-pot meal with seasoned ground beef, tender rice and cabbage in a savory tomato broth made fast in the Instant Pot.

Irish Ground Beef Casserole

This easy meal was loved at my house! Greg ate the leftovers today for breakfast. It’s kind of like cabbage rolls but WAY easier. The flavor is built around the seasoned ground beef, tomato paste and Worcestershire sauce. Add a dollop of sour cream on top, or sometimes I put a scoop of cottage cheese on top for extra protein. (Recipe adapted from Oh Sweet Basil).

Ingredients/Substitution Ideas

  • Lean ground beef–or ground turkey, ground pork
  • Onion–or shallot
  • Garlic powder–or 1 Tbsp minced fresh garlic
  • Kosher salt
  • Black pepper
  • Cumin–or ground coriander
  • Smoked paprika–or regular paprika
  • Beef broth–or water and Better Than Bouillon beef base
  • White rice–jasmine, converted, long-grain or basmati rice
  • Cabbage
  • Fire-roasted diced tomatoes–or regular diced tomatoes
  • Tomato paste
  • Worcestershire sauce–or soy sauce with a splash of vinegar

Steps

Turn Instant Pot to sauté setting. When display says HOT add in the beef and break it up. Add in the onion. Brown for 5 minutes. Drain off excess grease. Stir in HALF of the garlic powder, salt, pepper, cumin and smoked paprika. 

Pour in the broth and scrape bottom of pot so that nothing is sticking. Turn off Instant Pot. 

Sprinkle in the rice. Lay cabbage over the rice. Sprinkle the cabbage with the remaining half of seasonings. Dump in the tomatoes, tomato paste and Worcestershire sauce. 

Cover and make sure valve is set to sealing. Set manual/pressure cook button to 4 minutes. When time is up you can let it vent naturally or move the valve to venting right away. Remove the lid.

Stir. Scoop onto bowls and serve.

Notes/Tips

  • Serve with crusty bread or buttered dinner rolls.
  • I used my 6 quart Instant Pot*. You can also make this in a 4 or 8 quart pot.
  • Add a bay leaf during cooking for extra depth of flavor (just remember to remove before serving).
  • This recipe can be gluten free if you use gluten free Worcestershire sauce.
  • This recipe is dairy free.
  • You can leave the rice out for a more stew like consistency.
  • Store leftovers in an airtight container* in the refrigerator for up to 4 days. This freezes well. Let it cool completely, then freeze in individual portions for up to 3 months. Thaw overnight and reheat gently.

Description

Ingredients

Scale
  • 16 oz lean ground beef
  • 1 cup diced onion
  • 2 tsp garlic powder, divided
  • 2 tsp kosher salt, divided
  • 1 tsp black pepper, divided
  • 1/2 tsp cumin, divided
  • 1/4 tsp smoked paprika, divided
  • 1 cup beef broth
  • 1/2 cup jasmine, converted or long grain white rice
  • 8 cups chopped or shredded cabbage
  • 1 (14.5 oz) can fire roasted tomatoes
  • 2 Tbsp tomato paste
  • 2 tsp Worcestershire sauce

    I quite enjoyed this recipe but found my 6qt InstaPot giving the “burn” alarm. Added another 1/2 cup of broth after scraping the bottom and “burn” came on yet again.

    Feels like there is a typo where it should be at least 2 cups of broth as I also had no liquid.

    Still, a very tasty recipe and I’m looking forward to making it again, with 2 cups of broth. Yum!.

      Thanks for sharing your experience!! Sometimes the burn notice can happen if a little bit sticks on the bottom. Scraping well and adding a splash more broth like you did usually fixes it. I’m so glad you still enjoyed it and plan to make it again!! 😊

    This was so good! It will be made again for sure. Followed the recipe exactly except I didn’t measure the cabbage. I used a half a head of a medium cabbage and it was a bit much but my husband loved it that way. He kept remarking how delicious this recipe was. There’s just the 2 of us and there’s plenty more for another full meal plus extra for us. Thanks for another great recipe!

    This was great! Used your suggestion to add a bay leaf and also left out the rice so we’d have more broth like a stew. Was so delicious. Flavors spot-on! Served it over rice. YUM YUM!!

    I love the flavor, but mine did not look like the pictures. there was no broth as it was all absorbed by the rice. You indicate in the recipe that you can leave the rice out for more brothy consistency. the pictures in the recipe do not show any rice, so I’m assuming that that is the version without the rice or did I do something wrong?

      Yes, you can definitely make it on the stovetop! Just brown the beef and onion in a large pot, add the seasonings, broth, rice, cabbage, tomatoes, tomato paste and Worcestershire. Bring it to a simmer, cover, and cook for about 18 to 20 minutes until the rice and cabbage are tender. Stir occasionally and add a splash more broth if needed. Hope you enjoy it!! 😊
