Instant Pot Cowboy Meatloaf Potato Casserole–meatloaf flavored with chili powder and BBQ sauce is topped with mashed potatoes, French fried onions and cheddar cheese.
In a mixing bowl add ground beef, onion, Italian seasoning, bbq sauce, egg, chili powder, and salt. Spread the mixture in a pot-in-pot dish. Press it flat.
Pour water into the Instant Pot. Place the pan on top of a trivet in the bottom of the pot. Place another trivet on top and place potatoes on it.
Pressure cook 25 minutes.
Let sit 10 minutes then vent. Move potatoes to a bowl. Add butter. Mash the potatoes. Stir in milk and bacon. Salt and pepper to taste. Spread on top of the meatloaf.
