Turn Instant Pot to sauté. When it's ready, add the beef. and onions. Brown for 5 min. Drain off grease. Stir in garlic powder, chili powder, cumin, paprika, oregano, cayenne, cloves and salt. Stir.
Secure the lid. Make sure valve is set to sealing. Set the soup button to 10 minutes. When time is up let pot sit for 5-10 minutes and then move valve to venting
