Marinate the beef in cornstarch, salt, and vinegar. Add water and noodles to Instant Pot. Set lid to seal and cook for 0 minutes. Vent and remove lid. Drain noodles and set aside to dry.

Chop the cabbage, mince the ginger and garlic, slice the onion, peel and slice the carrots into matchsticks. Set aside. Whisk together the beef broth, low sodium soy sauce, oyster sauce, rice vinegar, cornstarch, sugar and white pepper. Set aside.

Turn Instant Pot to sauté setting. When display says HOT add in 1 Tbsp of the oil. Add the beef and spread out in a single layer using tongs. Let cook for 30 seconds undisturbed. Flip to cook the other side until browned. Stir until cooked through. Move meat to a plate and set aside.

Cook the vegetables in the remaining oil for a couple minutes, until they start to soften. Stir in the sauce until sauce thickens. Add in the beef and noodles and toss together. Serve And Enjoy!
